Bhutan Lottery Limited (BLL) was established in 2015 as a State-Owned Enterprise (SOE) under the Ministry of Finance. The company was officially launched on 8th April 2016 with the objective of providing quality entertainment through innovative lottery games offering a wide range of attractive prizes, while generating revenue in an ethical and responsible manner. BLL’s head office is located at Jorden Lam in the core town of Phuentsholing, Chukha Dzongkhag.
The company was incorporated under the Companies Act, 2016 to conduct lottery operations and related businesses. Established with the objective of generating revenue while promoting responsible gaming, BLL launched its first paper-based lottery on 4th November 2016, followed by the introduction of online lottery services on 14th May 2021. Currently, BLL operates a diverse portfolio of lottery products including weekly lotteries, bumper lotteries, scratch cards, terminal-based e-lotteries, and various interactive digital lottery games.
In 2023, BLL was placed under the His Majesty’s Secretariat, and the ownership of the company was subsequently transferred from the Ministry of Finance to De-suung on 19th October 2023. This transition was intended to provide a sustainable source of income to support the activities of Desuups and their voluntary services to the nation. Since its establishment, the company has remained committed to responsible gaming while upholding integrity and trust in all its operations and engagements.
